She was made from an Episode 1 Queen Amidala
Naboo and sculpey. 

First, her original hair bun and skirt were removed.
Sculpey was added to fill in her waist where the skirt had been. I then sculpted her new hairstyle at the back of her head.  Next, sculpey was used to give her a belt and holster (which holds her blaster).

Her cape was also made from sculpey, textured by rolling it flat between two layers of terry towel. After painting, her silver arm bands were made with folded aluminium foil, glued in place.
